Summary

The purpose of this role is to be responsible for progressing key corporate agendas by supporting clinical service planning, quality and value improvement. The role will involve working with Chiefs, Chairmen, CEOs and Medical Directors as well as appropriate liaison with external agencies to meet the priorities of the organization. They are expected to translate the key priorities of the organization into clinical programs and strategies that ultimately deliver better patient care, experience and value.

Education/Qualifications Required:

  1. Bachelor’s in healthcare related field Plus Master’s Degree
    • Qualification Source from: North America, Western Europe, Australia or New Zealand.  

Experience Post-Qualifications:

  • Minimum 12 years in Healthcare setting at senior level.
  • At least 5  years in Business Development activities.

Job Responsibilities/Duties:

  • In coordination with senior leadership, develop strategic, operational, and tactical health services plans and programs directed towards overall service delivery enhancement.
  • Incorporate short- and long-term goals and objectives for all appropriate service lines, providing clinical leadership, direction, and decision-making support.
  • Assist senior leadership teams in the formulation and implementation of strategies and policies to ensure the effective provision of the health care services.
  • Lead and support in the designing, implementation, oversight, and audit of effective continuous quality improvement programs.
  • Develop timely, accurate and comprehensive annual budgets for manpower, capital expenditure, and operating expenses for all areas of responsibility through the development of business cases for investment and ensure efficient and effective management and adherence of budget.
  • Develop participative relationships with internal and external stakeholders, including, but not limited to, those within the Group, the HMC and non-HMC Hospitals, Primary Health Care Corporation, Sidra Medical and Research Center, The Supreme Council of Health, to inform the development of strategic service delivery plans.
  • Collaborate with corporate departments and senior managers to integrate strategic service delivery plans and ensure that these are consistent with HMC operating frameworks and to develop and implement corporate rules, regulations, policies and procedures.
  • Proactively identify and mitigate risks to services and manage the delivery of all performance targets including developing and monitoring the performance against Service Level Agreements with partner organizations.
  • Manage change and accelerate adoption of innovation into practice to improve clinical outcomes and patient experience and ensure that clinical programs are effectively implemented with key measurable outcomes
  • Ensure program sustainability through planning, partnership working, capacity and capability building and motivation to nurture a culture of continuous improvement
  • Monitor, evaluate, and report status of clinical care redesign/transformation through effective use of clinical and non-clinical information systems and ensure that there are agreed methodologies for supporting clinical care redesign/transformation.
