Summary

The purpose of this role is to be responsible for all major decisions that affect the corporation as a whole. Establishes strategic priorities, standards, and procedures and ensures sufficient Information Technology capacity for the corporation needs. Coordinates with other departments Directors/Executive Directors to identify and implement IT initiatives that are in line with the organizations strategic and operational goals. The Chief of HICT will report directly to the Chief of Business services.

Education/Qualifications Required:

  1. Bachelor’s and Master’s Degree in Computer Science, Business Administration, MIS or a related field

Experience Post-Qualifications:

  • Minimum Fifteen (15) years of progressive experience in managing functions and departments dealing with information handling, workflow and systems,
  • Minimum  three (3) years of direct management of a major IT operation is preferred. 
  • Oracle experience
  • Cloud management experience in large hospitals, group hospitals, private large hospitals.
  • Experience with insurance portals matching with hospital systems.

Job Duties and Responsibilities:

  • Define the vision and mission for meeting current and future Information Technology needs for the corporation, while ensuring alignment and integration with the overall vision, mission and values of the corporation.
  • Set Health Information Systems department goals and objectives to ensure they align with those of the corporate.
  • Set goals, delegate and prioritize plans in support of the overall department mission and business strategy.
  • Manage the overall development, implementation and maintenance of corporate policies in relation to information technology to ensure enforcement of the policies and capture KPI measures.
  • Communicate department plans, policies throughout the corporation, including management groups and professional staff to ensure smooth application and mitigate risks.
  • Promote and oversee relationships between HMC resources and external entities (e.g. government, media, vendors, and other organizations).
  • Approve, coordinate, and control all projects related to selection, acquisition, development, and installation of major information systems for the healthcare enterprise.
  • Develop and maintain an appropriate organizational structure capable of supporting the Information Technology corporate needs.
  • Develop and maintain the annual operating, capital and manpower budgets for information technology operations consistent with programmatic plans and established financial guidelines.
  • Participate as an integral and active member in the strategic planning process of the HealthCare enterprise.
  • Develop, coordinate, guide and maintain IT systems strategic and operational plans in support of the overall clinic/patient – focused mission and business strategy. These plans define a vision for meeting current and future information and technology needs for the healthcare network, while ensuring alignment and integration of IT with the overall vision, mission and values of the enterprise.
  • Develop and maintain the enterprise systems architecture, defining standards and protocols for data exchange, communications, and disaster recovery healthcare network information systems.
  • Provide advice in evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Negotiate all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.
  • Determine pertinent information required by management in making effective decisions. Ensure that the gathering, processing, distribution and use of this information occur in a timely, accurate and cost effective manner through on-going review and education programs at executive, management and user level.
  • Promote and oversee relationships between the healthcare network’s IT resources and external entities (e.g. SCH, ICT Qatar, government, vendors, researchers, and other healthcare organizations).
  • Develop and maintain an appropriate organizational structure capable of supporting the information needs of operating entities through appropriate and cost-effective information technology.
  • Negotiate IT service level agreements with user organizations and monitor IT systems performance to assure service levels are being met.
  • Ensure that corporate information systems operate according to internal standards, external accrediting agency standards, and legal requirements.
  • Develop and maintain a corporate-wide business recovery plan to ensure timely and effective restoration of IT service in the event of a disaster.
  • Ensure that appropriate training programs for the corporation are in place to attract, retain and develop the key personnel required to support information services.
  • Maintain contacts with IT suppliers and maintain knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels. Evaluate alternatives, perform appropriate cost benefit analysis, and recommend solutions that minimize costs commensurate with acceptable risks.
